國內爆發歷來最大規模鴨鵝新型H5N2亞型及H5N8亞型高病原性禽流感，為加強疫情控制，農委會防檢局宣布全國水禽屠宰場12日至14日中午12時為止，停止交易屠宰2日、禁止水禽移動。農委會副主委王政騰今(12)天強調，希望消費者能體諒，短痛總比長痛好。國民黨團則要求政府能夠比照SARS擬定全面作戰計畫。

國民黨立法院團今天上午召開禽況緊急記者會，黨團首席副書記長廖國棟與黨籍立委黃昭順說，這是水禽感染禽流感規模最大的一次，毒性是台灣首見，會不會變成人禽共同？供給是否會有問題？農委會有無隱匿？黃昭順也說，因為疫情影響，今天早上雞蛋價格已經從36元漲到42元。

出席黨團記者會的農委會副主委王政騰表示，農委會沒有隱匿疫情，掌握屏東大武山蛋雞場疫情是在5日，6日就請屏東縣防治所到該畜牧場進行檢視、採樣、檢診，結果在10日出爐，確診H5N2病原，12萬隻雞在一天半內全面完成撲殺。

在鴨鵝部分，去年12月30日起，接獲業者反映有蛋鴨產蛋急遽下降，今年1月5日再有畜牧場反映，6日就下去訪查、送樣，方圓一到三公里進行普檢，有可疑的都「料敵從寬」一律清查。也會因應調整防疫腳步。

至於供需方面，王政騰說，台灣家禽市場以雞為主，鴨鵝的產銷與雞截然不同；鴨的市占率為雞的十分之一左右，鵝的占比則在雞的百分之五以下，也就是鴨鵝規模產銷、途徑、消費對象都無法跟雞相較。

王政騰也說，但疫情發生在水禽也就是鴨跟鵝，合理懷疑，陸禽可能也會受感染，因此，農委會採取停止交易屠宰2日、禁止水禽移動，就是要阻斷交叉感染的可能路徑。

王政騰強調，防疫如同作戰，需要地方與中央加上業者攜手，農委會主委陳保基上周就下令，成立動物疫災緊急應變中心，每天與縣市整府防疫單位連線，進行執行。

至於是否會禽傳人？王政騰說，根據國際文獻跟經驗都顯示，沒有禽傳人的紀錄，但對台灣而言，是新出現的病毒，農委會也不敢掉以輕心，目前正在進行詳細病毒比對，也會請衛福部協助。

他也說，停宰、停運，會造成消費者不便，但請大家忍耐短痛，值得的，短痛如果做得好，就能避免可能的長痛。

國民黨團說，肯定農委會這段期間所有的應變措施，但要求政府能夠比照SARS擬定全面作戰計畫，希望指揮中心有專人坐鎮；確診的系統建立，要有標準的通報流程，中央與地方要有更好的聯繫。

廖國棟說，應該貫徹個人自我管理，養殖場防疫工作的投資，應該給予政策補貼，或是中長期低利貸款，當然，如有隱匿疫情也應予以重罰。廖國棟也強調，雖然是高病原株，但它就是病毒，相關的畜產產品，只要煮食、溫度高過72度以上，就沒有安全問題，建議民眾熟食。
